A meeting of the Chamber was chaired by the Speaker of the Senate, Maulen Ashimbaev, during which the senators considered a number of laws and voiced parliamentary requests.
The Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Subsoil Use and Environmental Issues” is aimed at improving legislation in the field of subsoil use and ecology, taking into account the instructions of the President of the country. The document provides for the introduction of changes designed to improve investment attractiveness in the field of subsoil use and ensure the stability of legislation in this area. Based on the results of the consideration, the Law was approved by senators today in the first reading and sent for preparation for consideration in the second reading at subsequent meetings of the Senate.
The senators also considered in two readings and approved the Law “On amendments and additions to certain legislative acts of the Republic of Kazakhstan on the issues of the State Corporation “Government for Citizens”, the international technology park “Astana Hub” and fingerprint registration”. The document is aimed at improving legislation in the provision of public services. Amendments are also provided regarding the activities of the Astana Hub international technology park and fingerprint registration.
In particular, the law provides for increased responsibility for employees of the State Corporation “Government for Citizens”, and also provides for voluntary fingerprint registration of citizens of Kazakhstan. As Maulen Ashimbaev noted, these measures will strengthen the mechanisms for protecting the rights of citizens.
In addition, at the meeting of the Chamber, an oral response was heard from the Minister of Water Resources and Irrigation of the Republic of Kazakhstan Nurzhan Nurzhigitov to a parliamentary request from senators regarding the unsatisfactory condition of hydraulic structures. Then the deputies expressed concern about the sharp shortage of water and the problem of its economical use.
The Chairman of the Senate emphasized that the careful use of water resources is a priority issue of the state. This direction was outlined by the President of the country in his Address to the People. Therefore, solving the problem that was raised by the senators, according to Maulen Ashimbaev, requires an integrated approach and a prompt response.
“In some regions of the country, water shortage is becoming a serious problem. The issue of safety of hydraulic structures is also relevant. It's time to take effective action by prioritizing these areas. Therefore, we ask that all proposals voiced at this meeting be taken into account in the work of the relevant government agencies”, – said Maulen Ashimbaev, addressing the meeting participants.
In addition, the senators voiced their parliamentary requests.
Gennady Shipovskikh expressed criticism of the country's banks due to the low level of protection of client data from cybercriminals and proposed a number of measures to solve the problem.
Bekbolat Orynbekov proposed abolishing the withholding of individual income tax when paying pension savings from the Unified Pension Fund, which will have a beneficial effect on the level of well-being of citizens.
Aigul Kapbarova pointed out problems in the field of internal migration. Among them is the lack of a systematic program for the resettlement of citizens, including from the labor-abundant southern regions to the northern ones, the discrepancy between statistics and real data, and other issues.
