REGULATION

on the Youth Council under the Senate of the Parliament

of the Republic of Kazakhstan

This Regulation defines the status, powers and organization of the Youth Council under the Senate of the Parliament of the Republic of Kazakhstan.

1. General provisions

1. The Youth Council (hereinafter – the Council) is an advisory and consultative body under the Senate of the Parliament of the Republic of Kazakhstan and is formed in order to develop proposals to improve legislation in the field of youth policy.

2. The legal basis of the Council’s activity is the Constitution of the Republic of Kazakhstan, the Constitutional Law of the Republic of Kazakhstan “On the Parliament of the Republic of Kazakhstan and the status of its deputies”, laws and other regulatory legal acts of the Republic of Kazakhstan, as well as this Regulation.

3. The Council’s decisions are advisory in nature. 

2. Tasks and functions of the Council

4. The main task of the Council is to develop proposals and recommendations to improve legislation in the field of youth policy of the Republic of Kazakhstan.

5. The functions of the Council are:

  1. development of proposals to improve the effectiveness of legislative regulation of issues affecting the rights and legitimate interests of young people;
  2. development of recommendations, including in the preparation of Parliamentary hearings, on the main areas of development of youth policy;
  3. consideration and development of proposals to improve the legislation of the Republic of Kazakhstan in the areas of social, legal, educational, cultural, moral, patriotic, physical and other development of youth;
  4. studying and summarizing the experience of foreign countries in the field of youth policy;
  5. participation in organizing and conducting meetings, roundtables, conferences and other events of the Senate of the Parliament on youth policy and, if necessary, ensuring the participation of representatives of Kazakhstan, international and foreign youth organizations, scientists and experts;
  6. assistance in the interaction of the Senate of the Parliament of the Republic of Kazakhstan with youth organizations on legislative issues in the field of youth policy;
  7. consideration and development of positions on proposals for improving legislation in the field of youth policy submitted to the Senate of the Parliament.

3. Composition of the Council

6. The Council is composed of members of the Parliament of the Republic of Kazakhstan, maslikhats, officials of state bodies of the Republic of Kazakhstan, representatives of youth non-governmental organizations, public associations and other persons.

7. The personal composition of the Council is approved by the Chairman of the Senate of the Parliament of the Republic of Kazakhstan.The composition of the Council may change every two years from the date of approval.

8. The Council is headed by the Chairman – the Chairman of the Senate of the Parliament of the Republic of Kazakhstan or, on his/her behalf, the Deputy Chairman of the Senate. The Deputy Chairman and Secretary of the Council are elected from the Council members.

9. Chairman of the Council:

  1. provides general management of the Council’s activities;
  2. makes a proposal on the composition of the Council;
  3. makes proposals on the candidacies of the Deputy Chairman of the Council and the Secretary of the Council;
  4. determines the date, venue and time of Council meetings;
  5. chairs Council meetings;
  6. gives instructions to the Deputy Chairman of the Council, the Secretary and members of the Council;
  7. resolves other issues related to the organization of the Council’s activities.

10. The Council may, in accordance with the procedure established by the legislation of the Republic of Kazakhstan and within the limits of its functions, involve representatives of state bodies, organizations, international and foreign youth organizations, scientists, experts and citizens to discuss issues to improve the legislation of the Republic of Kazakhstan in the field of youth policy.

4. Organization of the Council’s activities

11. Meetings of the Council are held as necessary and at least once a year at a time determined by the Chairman.

12. A meeting of the Council may be held if two-thirds of its members are present. Members of the Council may not delegate their powers to other persons.

13. The work of the Council is carried out on the basis of an annual plan approved at its meetings.

14. Decisions of the Council are taken by open voting by a simple majority of votes of the total number of Council members present at the meeting or by a written survey of Council members. If the votes are divided equally, the Chairman’s vote is decisive.

15. Decisions of the Council are made out in a Protocol signed by the Chairman of the Council or a person who replaces him/her. 

16. In the absence of the Chairman of the Council, the Deputy Chairman of the Council performs his/her functions (on his/her behalf).

17. Members of the Council have the right to:

  1. participate in all events held by the Council;
  2. make proposals on the work plan of the Council and the agenda of its meetings, as well as on issues discussed within the competence of the Council;
  3. participate in the preparation of draft decisions and materials for Council meetings and other events organized by the Council;
  4. get acquainted with materials related to the work of the Council.

18. Secretary of the Council:

  1. provides for the development of a draft work plan for the Council;
  2. makes the draft agenda for its meetings;
  3. organizes the preparation of materials for Council meetings, as well as draft protocols;
  4. notifies members of the Council of the venue, time and agenda of the next meeting of the Council and provides them with the necessary materials in a timely manner;
  5. certifies with his/her signature extracts from the protocols of Council meetings;
  6. performs other orders of the Chairman of the Council.

5. Ensuring the activities of the Council

19. The working body of the Council is the Administration of the Senate of the Parliament of the Republic of Kazakhstan.
