Zh. Sultankulova was born in 1980. She obtained higher education at Kazakh State Law Academy with a major in law.
She worked as a leading, chief specialist, head of a department of the Consumer Rights Protection Division, Director of the Legal Examination Department of the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies, Protection of Competition and Small Business Support, legal adviser at the Sary-Arka Integrated Development Center State Fund of the Office of the President of the Republic of Kazakhstan, Director of Euro-Art LLP, chief expert, Director of the Legal Examination Department, Department for Cooperation with the Committee on Economic and Regional Politics, Information and Analytical Department of the Office of the Senate of the Parliament of the Republic of Kazakhstan.
She was awarded the "Eren enbegi ushin" medal and three anniversary medals.
