Under the chairmanship of Dariga Nazarbayeva, a meeting of the Senate Bureau was held, at which the proposal to introduce 11 issues into the agenda of the next meeting of the Senate, which will be held on December 26, was considered.
During the meeting, the Chairman of the Senate instructed the members of the Bureau to deal with the issues of digitalization in the education, health systems and Internet in rural areas. According to Dariga Nazarbayeva, the service of electronic diary “Kundelik” is being cancelled now in the regions under the pretext that there is no Internet and it increases the load on teachers. “Every single case must be dealt with. Why is the electronic diary disadvantageous for akimats and local departments of education? Because it makes transparent the whole system of education, testing, attending classes, conducting lessons. “Kundelik” identifies whether all the lessons go or exist just on paper. And the level of progress of students, the readiness of the teachers themselves – this is all what the electronic diary shows today. It is not convenient for them,” D. Nazarbayeva said.
The Speaker of the Senate also stressed the need to verify the development of funds directed to akimats to bring high-speed Internet to rural facilities, including social infrastructure.
Separately Dariga Nazarbayeva drew attention to the tariffs for Internet: “Why are Internet tariffs for our medical institutions and educational institutions many times higher, and why is the speed many times lower? This is despite the fact that Kazakhtelecom annually receives subsidies from the state for these purposes. This, too, must be dealt with.”
Summing up the meeting, the speaker of the Senate dwelled on the upcoming trips of deputies to the regions. “I believe that it is best to visit the most remote settlements where heads of regions come rarely. The main purpose of the deputies during these trips should be to collect the orders of voters and the solution of urgent problems of citizens. In the new year, we plan to start holding days of regions in the Senate, and we will need this information very much,” the head of the Upper House concluded.
