The Senate Adopted Laws to Improve Social Well-Being of People

A meeting of the Senate of the Parliament of the Republic of Kazakhstan was held chaired by Dariga Nazarbayeva.

The first issue on the agenda was the appointment of a member of the Central Election Commission. As proposed by the Head of the Upper Chamber, Serik Sydykov was appointed as a member of the CEC RK.

As part of the meeting’s agenda, the senators discussed and adopted three laws regarding veterans, such as the draft Law of Kazakhstan On Veterans aimed at classifying veterans and identifying organizational, economic and legal basis for providing veterans with social support.

A draft law on amending certain legislative acts of Kazakhstan on social security was considered in two readings. The key objectives of the draft law are as follows: assign the militaries who took part in hostilities in different countries and fulfilled international obligations to maintain peace and security as peacekeeping forces to a separate category of veterans.

Also, the senators reviewed in two readings a draft law to amend the Tax Code and the Law of Kazakhstan on the enactment of the Tax Code. It is intended to harmonize the tax laws in line with the draft Law of the Republic of Kazakhstan On Veterans in terms of providing tax benefits to the veterans of wars in different countries and the use of uniform terminology.

Then the deputies discussed and adopted the Law of the Republic of Kazakhstan On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Labor Issues.

During the meeting, the senators reviewed in two readings and adopted the Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation of Migration Processes. The Minister of Labor and Social Protection of the Population Birzhan Nurymbetov, who introduced the document, noted that the tasks of adopting the draft law were to improve migration laws. In particular, create favorable conditions for ethnic repatriates and immigrants arriving in Kazakhstan, build an effective system of external labor migration focused on meeting the needs of the country’s economy, creating a favorable investment climate, expanding the legal framework in the area of regulating migration processes, taking into account international best practices and combatting illegal migration.

In addition, the deputies adopted the Law of the Republic of Kazakhstan On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on the Protection of Maternity and Childhood. It is intended to create a legal framework to ensure the protection of children affected by terrorist activities and returning from war zones.

Some amendments to the laws on civil liability in the nuclear power use were adopted at the meeting as well. As the Minister of Energy of Kazakhstan Nurlan Nogayev reported, the draft would regulate the public relations arising in the process of operation of nuclear facilities in Kazakhstan, namely, in the area of ​​civil liability of nuclear installation operators for causing nuclear damage.

The senators approved in the first reading a draft law on the procedure for organizing and holding peaceful assemblies in Kazakhstan as well as amendments to the laws on the procedure for organizing and holding peaceful assemblies mainly aimed at exercising the constitutional right of citizens to assemble peacefully and without weapons, hold meetings, rallies and demonstrations, processions and pickets.

The deputies of the Chamber ratified the Partnership Framework Agreement (amendments to the Partnership Framework Agreement between the Government of the Republic of Kazakhstan and the Asian Development Bank on enhancing cooperation for economic diversification, sustainable development and comprehensive growth of the Republic of Kazakhstan dated May 4, 2014).
