EAEU Member States Will Create National Goods Traceability Systems

At an extended meeting of the Committee on Finance and Budget, a draft Law of the Republic of Kazakhstan On Ratification of the Agreement on the Mechanism of Traceability of Goods Imported into the Customs Territory of the Eurasian Economic Union was considered.

The document aims to create conditions to prevent using various schemes of evasion of customs duties and tax payments, confirm the legality of the circulation of goods when moving from one member state of the Eurasian Economic Union to another and ensure monitoring over operations related to the circulation of goods.

The Agreement provides for the creation of a National Traceability System for goods imported into the EAEU customs territory by each EAEU Member State, the exchange of information between the national systems through the EAEU information platform, a pilot project to launch the operation of the traceability mechanism and ensuring its operation on an ongoing basis.

As Vice-Minister of Finance of the Republic of Kazakhstan Kanat Bayedilov reported, the introduction of the goods traceability system in the EAEU will ensure the legality of goods circulation and elimination of conditions for the circulation of counterfeit goods both within the territory of the EAEU Member States and in the cross-border movement.

“The Agreement applies to legal relations related to the circulation of goods placed under the customs release procedure for domestic consumption, confiscated and turned into state revenue and those detained by customs authorities and unclaimed by persons with authority over such goods,” K. Bayedilov said.

The adoption of the bill will create a mechanism that eliminates the conditions for the trafficking of counterfeit goods, end-to-end traceability at all stages of the movement, such as “production – delivery – sale” in combination with labeling of goods will enable control and monitoring of the product status. For business, electronic confirmation of the legality of the circulation of goods when moving to the EAEU territory will raise competitive ability and expand the market for products. In addition, documented identification of goods based on information from the national traceability systems will minimize the companies’ costs of obtaining reliable data on the circulation of goods. For the state, the creation of conditions to prevent the use of customs duties and tax evasion schemes will result in increased amounts of collected customs duties and tax payments.

The document has been submitted to the Chamber for consideration.
