A joint session of the Houses of the Parliament was held with the participation of Chairman of the Senate Maulen Ashimbayev and Vice-Chairman of the Mazhilis Gulmira Isimbayeva. During the session, the Parliament approved the reports of the Government and the Accounts Committee on the execution of the national budget for 2019. The Parliament also heard a Message on the State of Constitutional Legality, which was presented by Chairman of the Constitutional Council Kairat Mami.
At the session, acting Minister of Finance Berik Sholpankulov and acting Chairman of the Accounts Committee Ardak Tengebayev delivered reports on the execution of the national budget for 2019.
Deputy of the Senate Nurlan Kylyshbayev spoke at the joint session with the сo-report on the reports of the Government and the Accounts Committee. He made the point that in the coming period it is important to pay attention to specific areas of the Government’s activities for improving the efficiency of expenditure of budgetary funds.
“The annual guaranteed and special-purpose transfers from the National Fund should not exceed the amount of its income. There is a need to optimize tax incentives and eliminate ineffective ones. The efficiency of raised international loans should be enhanced,” the senator emphasized.
He underlined the necessity to harmonize the strategic and budgetary planning, to evaluate the impact of the declared expenses when planning, as well as to widely implement an open budget with citizens’ participation in the budgetary process. According to him, it is essential to reduce the scope of government tasks, to ensure the transparency of expenditures and the methodology of pricing the value of costs for the implementation of government tasks.
After consideration, the Parliament approved the reports of the Accounts Committee and the Government on the execution of the national budget for 2019.
