Senators considered a bill on culture

A session of the House took place under the chairmanship of Speaker of the Senate Maulen Ashimbayev.

Deputies of the Senate adopted the Law “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Culture”.   

The House Chairman pointed out the significance of the document for the development of culture in our country.

“This Law promotes the improvement of library and publishing services, the formation of domestic e-library and expanding its holdings. The Law also enables the regulation of the work of cultural institutions, concert activities, including support to artistic unions,” Maulen Ashimbayev said.

The Senate Speaker mentioned that the Law would contribute to the preservation of cultural values and the national cultural heritage of Kazakhstan. 

The bill sets out a prohibition on any content that contains violence, propaganda of interethnic, religious and race hostility, as well as the cult of violence. All this refers to organizers of mass events and artists.  

If the law is passed, organizers of concerts and other mass cultural events will be obliged to inform the public in advance on the use of phonograms during performances of variety artists. This affords the spectators the right of choice to pay for the concert with the phonogram or to refuse it; it will also affect the cost of tickets. 

Senators also reviewed the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Energy Recovery, Water Protection Lanes and Transportation of Cargo by Rail”.

According to Maulen Ashimbayev, the overall volume of collected household waste in Kazakhstan exceeds 100 million tons. The level of its recycling in the country is very low, however. Currently, this rate is only 14.9%. It is proposed in the bill to generate electric power by burning waste, thereby reducing the volume to be disposed of. 

The Senate Speaker added that the bill stipulates the use of the guaranteed electricity procurement mechanism the same way as it is done in the procurement of electricity generated by renewable sources. 

“As a general matter, it’s clear that the adoption of this bill will positively affect the environment. It is due to the fact that the volume of generated waste and its transfer to landfills will be significantly reduced. This will decrease its impact on the environment,” the Senate Speaker said.  

When considering the bill, senators agreed on its importance, but found it necessary to refine the proposed amendments and sent the document to the Mazhilis. The Law, in particular, envisages the creation of legal mechanisms for implementing projects on energy recycling of solid household waste, the settlement of the issues related to delimitation of water protection lanes in inhabited areas. In the railway transport sector, as regards specifying the concept of “cargo”, as well as extending the term of application of the temporary balancing fee. 

In addition, senators made a number of inquiries at the session. Problems of the petrochemical industry development are described in the request of Senator Sagyndyk Lukpanov. 

Deputy Sergey Yershov requested to ensure preservation of the national archive fund.
