Expanded meeting of the Senate Committee on Constitutional Legislation, Judiciary System and Law Enforcement Agencies

Vladimir Volkov chaired an expanded meeting of the Senate Committee on Constitutional Legislation, Judiciary System, and Law Enforcement Agencies. During it, senators considered the bills “On Making Amendments and Additions to Some Constitutional Laws of the Republic of Kazakhstan” and “On Making Amendments to Some Legislative Acts of the Republic of Kazakhstan”.

The main objectives of the bills are the improvement of legal mechanisms for expanding the quota categories of persons upon approval of party lists with the inclusion of persons with disabilities. Among other things, it is proposed to approve a norm stipulating that a political party, when approving party lists of nominees for deputies to the Mazhilis, shall include representatives of three categories: women, persons below the age of twenty-nine, and people with disabilities - in an amount of at least 30% of the total number of nominees. The same requirement is also provided for in the distribution of deputy seats as a result of elections to the Mazhilis.

Some provisions of the Constitutional Law “On the First President of the Republic of Kazakhstan – Elbasy” are also being refined.

The bills were sent to the House for consideration.
