The Senate held a plenary session of the chamber with the participation of members of the Government, where the bill “On the republican budget for 2020-2022” was considered.
During the discussion of the draft budget, senators proposed 85 amendments and additions to the main financial and economic law of the country. Of these, 44 amendments were adopted.
First of all, they concerned measures to stimulate the development of regions and improve the welfare of citizens.
Almost 45%, or 5.7 trillion tenge, of expenditures are directed to the social sphere – increasing benefits for children, large families, disabled people, increasing salaries for public sector employees, construction of social infrastructure.
As part of the financing of the housing construction program “Nurly Zher”, a number of amendments were proposed, aimed at ensuring that funds for the construction of infrastructure solve the problem of waiting lists for land plots in the regions.
In addition, the plenary session of the upper house discussed amendments relating to the construction and reconstruction of water supply systems in remote settlements, as well as the implementation of measures in the field of housing and communal services in the framework of the Regional Development Program until 2020.
In her speech, the Chairman of the Senate D. Nazarbayeva stressed the need for personnel and organizational support of the Accounts Committee, regional maslikhats and accounts commissions in order for them to control budget expenditures at all levels. It was also said that it would be expedient to submit draft budgets of regions and cities of national status to the Senate, so that deputies could see the overall picture of revenues and expenditures.
“The Republican Budget Commission considers applications independently, and the work of the Commission is reduced to the formal presence of deputies at its only meeting. We draw the Government’s attention to these problems and recommend taking the necessary measures in the near future,” she said.
According to the results of the plenary session of the Senate of the Parliament of Kazakhstan, the amendments to the draft republican budget are submitted to the Mazhilis.
