He graduated from the Karaganda Higher School of the Ministry of Internal Affairs of the USSR, full-time postgraduate military studies at the All-Union Scientific Research Institute of the Ministry of Internal Affairs of the USSR (Moscow), 4-month courses for senior management at the Marshall European Center for Security Studies (Germany). Lawyer-jurist. Doctor of Law, Professor.

From September 1982 to June 1997 - teaching at the Karaganda Higher School of the Ministry of Internal Affairs.

From June 1997 to May 2000 - Secretary of the State Narcotics Control Commission of the Republic of Kazakhstan.

From May 2000 to September 2002 - Deputy Chairman of the Agency of the Republic of Kazakhstan for Combating Drug Abuse and Illicit Trafficking in Drugs, Deputy Chairman of the Committee for Combating Drug Abuse and Illicit Trafficking in Drugs of the Ministry of Justice of the Republic of Kazakhstan.

From September 2002 to June 2005 - State Inspector, Head of the Public and Environmental Security Department of the Secretariat of the Security Council, Deputy Head of the Secretariat of the Security Council of the Republic of Kazakhstan.

From June 2005 to September 2009 - Deputy Secretary of the Security Council - Head of the Secretariat of the Security Council of the Republic of Kazakhstan.

From September 2009 to August 2020 - Member of the Mazhilis of the Parliament of the Republic of Kazakhstan of the fourth, fifth, sixth convocations, Chairman of the Committee on Legislation and Judicial and Legal Reform.

In August 2020, he was appointed a member of the Senate of the Parliament of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan.

In September 2020, he was elected as the Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan.

He was awarded the “Parassat” and “Kurmet” orders, the “Commonwealth” order of the CIS IPA, medals.
