Deputies of the Senate Committee on Agrarian Issues, Nature Management and Rural Development visited the Situation Center of the State Corporation "Government for Citizens". The event was held in preparation for parliamentary hearings on the digital transformation of the agro-industrial complex and water management in the context of the implementation of the Address of the Head of State.
During the visit, the deputies were presented with the activities of the Situation Center, as well as key digital solutions used in the field of land and water management. Particular attention was paid to the capabilities of the public cadastral map and the Unified State Real Estate Cadastre, which ensure the openness, comparability and relevance of data on the country's land fund.
Parliamentarians were also shown the functionality of the "E-Licensing" information system, which makes it possible to transfer licensing and permitting procedures to a fully electronic and automated format. It was noted that the digitalization of processes significantly reduces the time for the provision of public services, reduces the administrative burden and increases the transparency of interaction between the state and business.
At the same time, the senators were presented with the work on the formation of an industry information system for the management of agricultural land. It was noted that the country has completed the digitization of agricultural land throughout Kazakhstan, while a significant array of soil, geobotanical and agrochemical data is being gradually transferred to digital format. The implementation of the system will ensure centralized accounting and analysis of the quality of land, increase the transparency of procedures for their provision, as well as introduce analytical tools and elements of artificial intelligence for making management decisions in the agricultural sector.
A separate block was devoted to the information systems of the Ministry of Water Resources and Irrigation. The deputies were presented with digital tools for monitoring and forecasting water resources, including hydrological modeling, early forecasting systems and the national water resources information system focused on operational analysis of the state of water bodies and effective planning of water use.
Following the meeting, priority issues of digital development of the agricultural and water sectors were discussed. The participants exchanged views and outlined proposals and recommendations that will be taken into account in the preparation of parliamentary hearings and further improvement of legislative and regulatory regulation.
