Maulen Ashimbayev summed up the results: the final session of the Chamber was held in the Senate

Today, the Senate of the Parliament of the Republic of Kazakhstan held its final meeting. Chaired by Speaker Maulen Ashimbayev, the Senate summarized the legislative work to implement the Head of State's reforms and approved a number of laws.

Summarizing the Chamber's activities, the Senate Speaker noted that over the past 30 years, Kazakhstan's Parliament has become a key institution of representative democracy. Decisions and laws have been adopted that cover all key areas of the country's life. Parliamentary reform is a key part of the large-scale modernization strategy based on the concept of "Strong President, Influential Parliament, Accountable Government."

"At this crucial time for the country, I would like to express my sincere gratitude to President Kassym-Jomart Kemelevich Tokayev on my own behalf and on behalf of the Senate. We deeply appreciate the high level of trust placed in us by the Head of State, his comprehensive support, and the opportunity to be directly involved in large-scale reforms. Our primary focus remains our commitment to the President's course, which is aimed at strengthening independence, the rule of law, and serving the interests of the people. Today, as Kazakhstan enters a qualitatively new stage of its development, it is crucial for all progressive socio-political forces to unite around the policies of the Head of State to implement the new Constitution and build a Fair Kazakhstan," the Senate Speaker emphasized.

It was noted that during the past period, the parliamentary corps initiated and passed a number of important laws. Significant work has been done to provide legislative support for the Head of State's modernization agenda.

"Over the years of its work, the Senate of Parliament held over 890 sessions, approving more than 3,500 laws, with every tenth of them initiated by deputies. These legal acts laid the foundation for a new political, economic, and fiscal model for Kazakhstan, and also formed a reliable basis for social policy. Modernizing the judicial and law enforcement systems, protecting citizens' rights, upholding the rule of law, and strengthening national security also remained a priority. Along with legislative drafting, the Chamber was active in other areas: over 60 parliamentary hearings and approximately 3,000 planned events were held. Approximately 3,000 parliamentary inquiries on the most pressing issues were submitted to the Government. All of this extensive work was undertaken solely to protect the interests of the people and strengthen our statehood," said Maulen Ashimbayev, thanking his colleagues for their fruitful collaboration for the benefit of the country.

Particular attention was also paid to the Chamber's activities in the regions, including building socio-political communications, explaining reforms, and projects aimed at unlocking the analytical potential of specialists in various fields. The Senate Speaker praised the work of the parliamentary groups and dialogue platforms "Onir," "Bir El – Bir Mudde," "Ulttyk Mudde," the "Parliamentary Commission for Monitoring the Implementation of National Sustainable Development Goals and Objectives," and the Senate's "Taldau Community" project, which brought together hundreds of active citizens.

Furthermore, the Senate has actively initiated social and sports projects to promote inclusion and support parasports, and for 20 years has organized the Congress of Leaders of World and Traditional Religions and meetings of its Secretariat. During the meeting, deputies reviewed and approved the Law of the Republic of Kazakhstan "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Cabinet of Ministers of the Kyrgyz Republic on the Mutual Provision of Buildings and Land in Astana and Bishkek for Free Use for the Needs of the Embassy of the Republic of Kazakhstan in the Kyrgyz Republic and the Embassy of the Kyrgyz Republic in the Republic of Kazakhstan, as well as the Residences of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic and the Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the Republic of Kazakhstan." Ratification of the Agreement, as noted, will contribute to the further strengthening of Kazakh-Kyrgyz relations, the development of political dialogue, and the expansion of bilateral cooperation. At the same time, the Law of the Republic of Kazakhstan "On Ratification of the Protocol on Amendments and Additions to the Protocol to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan on Checkpoints on the Kazakh-Uzbek State Border, dated September 4, 2006," was reviewed and approved.

The Chamber also approved the Laws of the Republic of Kazakhstan "On Ratification of the Loan Agreement (Second Loan for Financing the Inclusive and Sustainable Economic Growth Development Policy) between the Republic of Kazakhstan and the International Bank for Reconstruction and Development" and "On Ratification of the Loan Agreement (Inclusive and Sustainable Economic Growth Program) between the Republic of Kazakhstan and the Asian Infrastructure Investment Bank." Specifically, according to legislative provisions, the loan funds will ensure the fulfillment of all state obligations assumed within the framework of the 2026 republican budget.

The Law of the Republic of Kazakhstan "On Soil Protection," initiated by parliamentarians, aims to establish a comprehensive system of soil conservation, improve the efficiency of agricultural land use, and strengthen the country's food security. Its companion law, "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Soil Protection, Land Relations, and the Agro-Industrial Complex," was reviewed and approved after two readings.

Another law approved by senators is "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Notarial Activity and Legal Assistance." The types of state-guaranteed legal assistance are being expanded to include representation by attorneys and legal consultants of citizens' legitimate interests in constitutional proceedings. This measure will allow for the provision of state-guaranteed legal assistance within constitutional proceedings. Writs of execution will be automatically distributed among notaries in the Unified Notarial Information System. This approach will make the process of issuing writs of execution more transparent and is intended to guarantee equal workload among notaries and eliminate instances of self-interest and collusion. In addition, a term limitation of four years with the right to one re-election is being introduced for the chairpersons of the Republican Notary Chamber, territorial notary chambers, as well as the chairpersons and members of disciplinary commissions.
