Senators discussed the bill on public service

Dismissal of Judges of the Supreme Court of the Republic of Kazakhstan Zhumagulov Bauyrzhan Tursunovich and Smailov Askar Spartakovich in connection with the appointment to other positions was considered at an expanded meeting of the Senate Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies, based on proposal of the President of the Republic of Kazakhstan.

The senators have also considered the bill “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Public Service”.

The main goal of the bill is to further improve legislation in the field of public service.

Senator Nurlan Beknazarov, speaking as a co-rapporteur, noted that the bill was elaborated in accordance with the instructions of the First President of the Republic of Kazakhstan – the Leader of the Nation and the Head of State. The proposed bill is based on the principles of meritocracy of the modern Kazakhstani model of public service.

The bill provides amendments and additions to a number of legislative acts.

Amendments introduced by the bill are aimed at:

- implementation of the project “With a diploma to the village”, which is proposed to be distributed to public servants;

- cancellation of the personnel reserve of Corps “A”;

- optimization of competitive procedures among public servants of all government bodies from 3-stage to 2-stage competitive selection;

- determination of the requirements for educational organizations engaged in advanced training of civil servants;

- introduction of a ban on dismissal in connection with the transfer to another public office of persons with respect to whom responsibility for corruption offense or commission of a disciplinary offense discrediting a civil service is considered;

- establishment of qualification requirements for certain political posts by decision of the Head of State;

As a result of the adoption of the bill, further improvement of the legislation in the field of public service is expected.

The documents were submitted to the Chamber for consideration.
