Senators proposed to raise the profile of local police inspectors

The Senate Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies chaired by Vladimir Volkov held a meeting to discuss raising the profile of district inspectors and improving material and technical supply situation.

The meeting was attended by members of the Committee, as well as representatives of the General Prosecutor’s Office, the Ministry of Finance, the Ministry of Internal Affairs, including the heads of the local police service of the regional police departments.

In his opening remarks, Vladimir Volkov put an increased focus on the initiatives of the Head of the State, voiced in the Address and at the expanded meeting of the collegium of the Ministry of Internal Affairs, on the importance of introducing a service model of relations between the internal affairs bodies and citizens and the role of local police inspectors in preventing crime in a particular territory.     

 “The main task of the internal affairs bodies is crime prevention, where the local police inspector is a key figure. Today, local police inspectors are not fully engaged in the prevention of offenses, and the status of an assistant to a local inspector is not defined by law”, Vladimir Volkov said.

Andrey Lukin, in turn, noted that it is important to teach law enforcement officers to communicate openly with people. This direction should become a priority in the system of training and selection of personnel. According to him, today there are significant problems that obstruct the performance of the direct functions of local police inspectors. “A number of existing organizational problems actually makes it impossible for local police officers to perform their functional duties in a high-quality manner”, the Senator said.

The senators noted that all the opinions voiced today will be considered for developing a draft law on raising the profile of local police inspectors providing granting of powers necessary for effective work.

As a result of the meeting, the Chairman of the Committee, Vladimir Volkov, noted that taking into account the speech of the Head of the State at the expanded collegium of the Ministry of Internal Affairs, the Committee’s Conclusion will be prepared and sent to the Government and state agencies.
