In my opinion, it is precisely such a program aimed at the final result in the economy, at increasing the well-being of the people that the President of the country K. K. Tokayev announced today in his Message.
I would especially like to note the President's vision for the formation of industrial policy. The main pain points of our agriculture are precisely defined. This year, it is very important that the Government does not reduce the already meager incomes of farmers with prohibitive measures. The Ministry of Agriculture should be engaged in the development of agriculture, increasing the incomes of farmers, and not vice versa! Therefore, the President correctly said that it is necessary to distinguish the responsibility of state bodies for controlling prices for food products.
The President announced a strategically important decision for the country – the creation of a National system for biological safety. The coronavirus pandemic has convincingly proved that we must work ahead of the curve on this issue.
The Head of State paid great attention to the need to solve water problems through the introduction of digital technologies. It is important that by 2025 the entire population of the country will be provided with high-quality drinking water.
I think our entire society has well received the President's initiative to raise the minimum wage in the country to 60 thousand tenge, i.e. by almost 30%. This is an important decision of the Head of State aimed at improving the living standards of millions of our citizens.
As a member of the Senate, I have repeatedly addressed the Government and written in the media about the need to increase the funding period for scientific projects from 3 to 5 years or more. This issue has been raised by our scientists for many years. Today, the Head of State instructed to increase the terms of implementation of scientific grants to five years. I think this will be a good incentive for the development of domestic science. Thus, the priorities of the socio-economic development of the country are determined. Now, as the President said, " ... a crucial stage of our development has come and the state apparatus is obliged to work as a single mechanism. Only in this case we will ensure the achievement of our goals."
