The Senate considered the bill on visual information

Today, a meeting of the House took place under the presidency of Senate Speaker Maulen Ashimbayev, where senators considered and adopted the Law “On Amnesty in Connection with the Thirtieth Anniversary of Independence of the Republic of Kazakhstan”.

According to this Law, amnesty should be granted to those who have committed crimes of little gravity. Also, the amnesty will apply to persons convicted of crimes of medium gravity, who have no negative behavior, and whose term for serving punishment is less than one year.

“Today, we have adopted the Law “On Amnesty in Connection with the Thirtieth Anniversary of Independence of the Republic of Kazakhstan”, drafted on the instructions of the Head of State. Amnesty is an act of humanism, a manifestation of goodwill of the state towards citizens who have violated the law. The amnesty will be applied in a differentiated manner taking into account the severity of the offense in respect of war veterans, minors, senior citizens, people with disabilities of groups I and II, and other persons not posing a serious threat to the safety of citizens and the state,” Maulen Ashimbayev said.

Meanwhile, the adopted Law prohibits amnesty for those who committed the most dangerous crimes, which would eliminate the risk of aggravating the criminogenic situation, the Senate Speaker stressed.

At the meeting, deputies also considered the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Visual Information and Religious Activity”.

The bill implies the mandatory placement of visual information, including advertisements, announcements, menus, etc., in the state language, and if necessary, also in Russian or other languages.

“The bill, which has been considered today, concretizes the requirements for the statement of visual information to ensure its accessibility. This refers to the area of transport and trade, labeling of medicines and medical products, provision of postal services. Along with this, the bill sets requirements for the presentation of the historically formed names of administrative-territorial units,” Maulen Ashimbayev noted when commenting on the bill under review.

In the discussion, senators suggested making several amendments to the bill. Specifically, they proposed to remove the rule on the protection of civil rights of legal persons on grounds of attitude to religion. Senators also made clarifying amendments to the article specifying the procedure for notification about holding religious events outside places of worship.

“Senators have made some important changes aimed at ensuring freedom of conscience and facilitating the procedure for holding religious events.  These changes have been favorably appraised by international experts and demonstrate the continued commitment of Kazakhstan to the principles of freedom of religion,” the Speaker of the House said.

Thereby, senators have supported the key norms of the bill and returned it to the Mazhilis with amendments.

Also, senators announced their deputy inquiries.

Askar Shakirov and Sergey Ershov raised the issue of privatization of state property ensuring the security of the population and the territory of our country.

Nurzhan Nursipatov spoke about the problems of implementing the “Serpin” program directed at the recovery of population balance in the regions through domestic resources.

Mukhtar Zhumagaziyev asked to re-examine the expediency of transferring the Kazakh Scientific Research Veterinary Institute from the Ministry of Agriculture to the Ministry of Health.

Kanatbek Safinov noted the importance of providing a balance between the levels of legal regulation.

Ryskali Abdikerov drew attention to the threat of the shallowing of Lake Balkhash.

Akhylbek Kurishbayev called for conducting a critical analysis of the condition of the educational process in universities and taking necessary measures for taking this work to a whole new level.

Meanwhile, Duisengazy Mussin voiced some problematic issues of implementation of the fourth level of budget in the countryside.
