The Senate approved laws on mutual legal assistance between Kazakhstan and Peru.

Chaired by Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, a session of the Chamber was held to consider a number of laws and voice parliamentary inquiries.

During the session, deputies reviewed and approved the Law "On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Peru on Mutual Legal Assistance in Criminal Matters," as well as the accompanying laws "On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Peru on the Transfer of Sentenced Persons" and "On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Peru on Extradition." Ratification of these three treaties, it was noted, will enable comprehensive and effective legal assistance in criminal investigations and strengthen cooperation between the two countries in the fight against crime.

"The treaties under review are aimed at developing bilateral cooperation between Kazakhstan and Peru. "The documents regulate the procedure for providing mutual legal assistance, as well as the extradition of wanted persons and the transfer of convicted persons to serve their sentences in their country of citizenship. We hope that the ratification of these treaties will increase the effectiveness of the two states' joint efforts in the fight against crime," said Maulen Ashimbayev.

Furthermore, the documents define the procedure for the temporary transfer of individuals under arrest or in prison, guaranteeing the respect of their rights. Furthermore, the laws regulate the service of summonses, searches and seizures, confiscation of property, and other forms of legal assistance permitted by national laws.

It is also stipulated that the transfer of convicted individuals may be denied if the procedure poses risks to national security and sovereignty. Reasons for refusal also include inconsistencies in the penalties in the laws of the two countries or the existence of other criminal cases against the individual in the host country.

During the meeting, the senators also voiced their parliamentary inquiries.

Andrei Lukin spoke about the challenges facing the water sector, including poaching, the insufficient implementation of digital monitoring, and the problem of abandoned reservoirs. He proposed a number of specific measures aimed at restoring order and protecting the national budget.

Amangeldy Nugmanov proposed introducing a method for calculating pensions based on length of service. Members of parliament from the "Onir" group reached this conclusion while studying the problem of informal employment. To objectively develop this reform, the senator initiated the creation of an interdepartmental group involving government agencies, trade unions, and experts.

Ainur Argynbekova announced a package of measures aimed at supporting science. She proposed developing a "translational science" model to quickly integrate research into production, as well as creating research and production ecosystems for high technologies, including nuclear medicine, in Alatau City.

Marat Kozhayev expressed concern that fines have ceased to deter those who systematically violate traffic rules, and have become mere punishment for reckless driving for repeat offenders. Given this disappointing trend and the loss of human life, the senator once again called for tougher penalties for those who systematically violate traffic rules and drive while intoxicated.
