The Senate held an extended meeting of the Finance and Budget Committee to consider the Law "On Amendments and Additions to the Code of the Republic of Kazakhstan 'On Customs Regulation in the Republic of Kazakhstan'."
The law was developed to align national legislation with amendments to the Treaty on the Customs Code of the Eurasian Economic Union concerning the regulation of e-commerce goods intended for sale to individuals.
During the meeting, deputies discussed proposed regulations stipulating the specifics of the movement of e-commerce goods across the customs border, introducing the concept of "e-commerce operator," and defining the conditions for including such operators in a special register, their duties, and responsibilities. Furthermore, the law introduces a new type of customs declaration—the e-commerce declaration—and establishes the specifics of applying the customs warehouse procedure to goods sold through foreign online platforms.
It was noted that the implementation of the law will enable the compilation of comprehensive statistics on goods purchased on foreign online platforms, improve the quality of customs administration, and enhance market transparency. It is also expected that goods declaration procedures for citizens will be simplified through the participation of e-commerce operators.
