30.03.2021 1315

Parliamentary hearings were held in the Senate today on the “Promotion of national values in the era of globalization - the basis of comprehensive modernization”.

The Senate Chairman Maulen Ashimbayev stressed that great attention is paid to the promotion of national values in the country. These issues are raised in the article of the President of the country Kassym-Jomart Tokayev “Independence is above all”. The topic is becoming more and more relevant, given that the globalization process is accompanied not only by exchange of goods and capital, but also mutual penetration of cultures and ideas. According to the Senate Speaker, although this process has its pros and cons, we should take it as a new reality and try to use it to our advantage.

“In the context of globalization, we should strengthen our national values and promote them at the global level. Over the centuries, our people have formed their own unique culture, art and traditions. Therefore, we should not only preserve this wealth, but also help it take its rightful place in the world culture. These are the ideas that underlie the Rukhani Zhagyru program initiated by Elbasy,” Maulen Ashimbayev said.

The Senate Speaker also emphasized that along with the promotion of national values at the international level, it is important to continue to form a proper system of values within our society. As a reference, he cited the concept of the thinker Abai about an all-round man – “Tolyk Adam”, which the Head of State spoke about in his article “Abai and Kazakhstan in the XXI century”. This approach includes such essential components as dedication, responsibility, pursuit of knowledge and self-development.

“It is necessary to form a cult of knowledge in society basing on the concept of Tolyk Adam. Its key component should be the principle of “continuous education throughout life”. Trust, compassion and responsibility should also be promoted. The great Abai also spoke about it. Such values as dedication and hard work are important as well. Decent work should become a key value, idea and life goal in modern society,” Maulen Ashimbayev emphasized.

According to the Senate Speaker, the strengthening of such ideological values is necessary for the comprehensive and systematic implementation of the modernization policy of the Head of State.

Senate member Bakytzhan Zhumagulov made a report during the parliamentary hearings. In addition, the state and public figure Omirzak Ozganbayev, Director of the Institute of Linguistics named after A. A. Baitursynov Anar Fazylzhanova, President of the Association of Universities of Kazakhstan Rakhman Alshanov, Chairman of the Union of Writers of Kazakhstan Ulugbek Yesdaulet, Deputy Chairperson of the Assembly of the People of Kazakhstan Maya Bekbayeva, Chairman of the Management Board of Yegemen Kazakhstan Republican Newspaper JSC Darkhan Kydyrali and others, expressed their opinion on the topic of the hearings.

Following the hearings, special recommendations were adopted, which will be submitted to the Government. They outline the proposals of the meeting participants aimed at further promotion of the national values. In particular, mechanisms are proposed to strengthen the role of the Kazakh language in state bodies, quasi-government institutions and preschool educational organizations. This purpose requires additions to the current policy documents on language policy.

In addition, the recommendations provide for the development of a special program regulating internal migration issues for the development of border areas. Senators also propose to make several amendments and additions to the current law “On Culture” to develop domestic literature, including children’s literature. The participants noted the importance of studying advanced technologies and suggested developing specific mechanisms that would provide protection against cyberbullying.

Members of Parliament, Deputy Prime Minister of the country Yeraly Tugzhanov, heads of several Ministries, scientists and representatives of the intelligentsia from all regions and megacities of the country took part in the hearings in online and offline formats.

The Parliamentary hearings were moderated by the Secretary of the Senate Committee on Social and Cultural Development and Science Nariman Turegaliyev.
