Senators adopt law regulating products not included in the EAEU’s Common List

Senate held a meeting chaired by the Chamber Speaker Maulen Ashimbayev.

The senators considered and adopted the Law “On ratification of the Agreement on the procedure for circulation in the EAEU of the products, requirements for which are not established in the Union technical regulations, and the rules for ensuring the safety of such products”.

The Agreement determines the procedure for circulation of products not included in the EAEU’s Common List of Products, which establishes mandatory requirements, as well as products included in this list, but for which the Union’s technical regulations have not been adopted or have not entered into force. The current volume of such products is at least 15%.

The safety of such products will be ensured by sole proprietors, including manufacturers, sellers and importers of products that manufacture and sell products in accordance with the EAEU legislation. However, the Agreement does not set any administrative barriers to business.

“The formation of a single market for goods, services and capital in the Eurasian Economic Union requires approval of uniform technical regulation principles. This is necessary to create equal conditions for entrepreneurs of the Union member states and promote fair competition. In addition, it is undoubtedly important for ensuring the safety of products for consumers. The Law adopted today establishes the procedure for the circulation of goods not regulated by the technical regulations of the Union. It forms a legal framework that strengthens the safety of a group of goods in the consumer market,” Maulen Ashimbayev said.
