Senators discussed the quality of legal education

To study the issue of the quality of legal education in the country, deputies of the Senate Committee on Constitutional Legislation, Judiciary System and Law Enforcement Agencies visited several educational institutions in Karaganda.

According to the Ministry of Education and Science of the Republic of Kazakhstan, today there are 128 universities in the country, of which 67 train lawyers. Over the last 5 years, 1,480 grants have been awarded for the training of lawyers and more than 124,000 lawyers have been graduated.    

In his speech, Chairman of the relevant Committee of the Senate Vladimir Volkov noted that Head of State Kassym-Jomart Tokayev, in his Address to the People of Kazakhstan, pays special attention to improving the quality of education.

“For the qualitative implementation of the reforms, including the law enforcement and judicial systems, the society and the state need a new breed of legal specialists having professional competencies in jurisprudence, who meet the requirements of the current labour market, are patriotic and focused on the protection of human rights and freedoms, interests of the society and state,” the senator said.

The meeting participants, including representatives of higher education institutions of Karaganda, noted that the opening of departments of law in non-specialized universities and the mass obtaining of degrees decreases the quality level of professional education of legal personnel. There is also a shortage of academic teaching staff.

In conclusion, Vladimir Volkov underlined that the system of education is always under the particular control of the President.  

“Because the topic of quality of legal education is of great relevance and requires study, the Committee has planned to hold a meeting of the Committee in the Senate of the Parliament, and all the parties concerned will be invited. The outcome will be the Government hour on the theme “Legal Reform in Kazakhstan: The Request for Quality of Legal Education” in the 1st quarter of 2022, which will develop recommendations to the Government for improving the quality of legal education in the country,” Vladimir Volkov said.

Furthermore, senators inspected the level of provision of legal education in universities in the city of Nur-Sultan, namely in the M.S. Narikbayev KazGUU University and the L.N. Gumilyov Eurasian National University.
