Deputies of the Senate Committee on Agrarian Issues, Nature Management and Rural Development discussed the bills “On Ratification of the Protocol for the Conservation of Biological Diversity to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea” and “On Ratification of the Protocol for the Protection of the Caspian Sea from Land-Based Sources and Activities to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea”.
The ratification of the first Protocol relates to the conservation of biological diversity. Its adoption will enable the improvement of national legislation to ensure appropriate measures in this field and provide sustainable use of biological resources, as well as facilitate the multilateral cooperation of the states in implementing prompt and effective measures for the protection of the marine environment.
“The ratification of the Protocol is aimed at the conservation of the unique marine environment and biological diversity of the Caspian Sea and the endangered species of flora and fauna. Also, the bill will undoubtedly promote the implementation of prompt and effective measures for the protection of marine ecosystems as part of the multilateral cooperation of the Caspian bordering states,” Senator Duisengazy Mussin noted in the course of the meeting.
The second document governs the activities carried out on land, thus allowing the control and mitigation of pollution. Furthermore, due to the ratification of the Protocol, the use of the best available technologies and nature protection practices will be possible. According to senators, the bill calls for the creation and maintenance of a database on the physical, biological, and chemical characteristics of the marine environment and coastal areas of the Caspian Sea. The bill will also allow a regular assessment of the condition of the marine environment and coastal areas of the Caspian Sea, as well as an assessment of the level of sea pollution along its coastline.
