Senators discussed issues of scaling the police service model

Deputies of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies visited the Ministry of Internal Affairs of the country and held a meeting on scaling the police service model.

The event was attended by the Head of the Security and Law Enforcement Department of the Presidential Administration of the Republic of Kazakhstan Alexey Kalaichidi, the leadership of the Ministry of Internal Affairs, online secretaries of maslikhats, heads of police departments of regions and deputy akims of regions and cities of Nur-Sultan, Almaty and Shymkent.

Opening the event, the Chairman of the Committee, Vladimir Volkov, noted that this meeting is a logical continuation of joint work on reforming the internal affairs bodies. The next step is scaling up the police service model. This is exactly the task set by the Head of State Kassym-Jomart Tokayev in his Address to the People of Kazakhstan.

Senators and participants elaborated on measures to reform the system of internal affairs bodies. These are exemption from a number of non-core functions, raising the status of district inspectors, improving their technical equipment, and others. At the same time, they pointed out problematic issues that need to be addressed.

"It is important to strengthen the staff of the service of district inspectors and their assistants. We know that up to the standards of the Ministry of Internal Affairs, about 3,000 additional district inspectors are needed. This gap can be overcome by redistributing internal reserves. But we need financial assistance from local executive bodies and maslikhats," Vladimir Volkov said.

The deputies also drew attention to the need to build new police precinct stations. This is important to ensure the principle of "police at a walking distance". The senators noted that there is already positive experience in this issue in some areas today, but there are also problems. Of the 78 police precinct s that are due to open in the near future, only 27 are working. In this regard, the senators called on maslikhats and akimats of the regions to be more actively involved in this work.

Yerlan Turgumbayev, the Minister of Internal Affairs of the country, also spoke during the meeting. He told about the work carried out by the department to scale the police service model.
