Senators adopted the Law allowing people with disabilities to be elected to the Mazhilis

Senate Speaker Maulen Ashimbayev chaired a meeting of the House, where senators considered the issue of electing a new Vice-Speaker of the Senate due to the appointment of Nurlan Abdirov to the office of Chairman of the Central Election Commission of the Republic of Kazakhstan.

“As Deputy Chairman of the Senate, Nurlan Mazhitovich did a lot for the legislative support of the reforms of our President. He made a valuable contribution to the realization of many initiatives of the Senate and also effectively coordinated the legislative activities of deputies,” Maulen Ashimbayev said, expressing gratitude to his colleague for the work done.

During the meeting, Olga Perepechina was elected Deputy Chairman of the Senate of the Parliament.  Before that, she had chaired the Committee on Finance and Budget for over four years and contributed significantly to the effective forming of the state budget, the Speaker of the House said. And Senator Serikbai Trumov was elected as Chairman of the Committee of Finance and Budget.

Also, at the meeting, deputies reviewed the draft Constitutional Law “On Making Amendments and Additions to Some Constitutional Laws of the Republic of Kazakhstan” and the bill “On Making Amendments to Some Legislative Acts of the Republic of Kazakhstan”.

According to the documents, the 30% quota-limited categories for deputy seats to the Mazhilis will now include not only women and youth but also people with disabilities. Moreover, the bills stipulate amendments to the Constitutional Law “On the First President – Elbasy”, the laws “On the Security Council”, “On the Assembly of the People of Kazakhstan”.

“The document guarantees at least 30% of seats in the Mazhilis for women, youth, and people with disabilities. The inclusion of people with special needs in the deputy corps increases the inclusiveness of the Parliament. This will also facilitate the active involvement of this category of citizens in the socio-political life of the country,” Maulen Ashimbayev noted.

During the discussion, senators conceptually supported the main innovations enshrined in the bills, proposed amendments to the draft Constitutional Law and sent it back to the Mazhilis.

Senators also announced their deputy inquiries at the meeting.

Nariman Turegaliyev expressed concern over the high level of industrial injuries.

Yedil Mamytbekov stressed the need for revision of the law on the Fund “Samruk-Kazyna” or its loss as an obstacle to the development of the national economy. 

Gumar Dyussembayev voiced his proposals on opening branches of foreign technical universities in the west of the country.

Murat Baktiyaruly pointed out the importance of getting rid of false statistics and also asked to pay particular attention to the preparation of bills in the state language. 

Sergei Karplyuk asked for a review of the existing regional policy aimed at equalizing living conditions in the regions. He reminded that today the issue of inter-regional disparities is one among the most pressing, which is under special control of the Head of State.

Andrei Lukin suggested measures to prevent and counteract crimes involving trafficking in firearms.

Sergei Yershov noted the importance of working out the national laws as part of the execution of the instruction of the President on the need to restructure the national security system.
