The Senate passed a law to develop volunteer activities

Under the chairmanship of the Speaker of the Senate Maulen Ashimbayev a regular meeting of the House was held, at which the deputies considered a number of bills.

The Law "On Amendments and Addenda to Some Legislative Acts of the Republic of Kazakhstan on the Development of Distressed Assets Market" adopted by the senators during the session was initiated on the instructions of the Head of State Kassym-Jomart Tokayev. The document is aimed at improving the regulatory framework used in the market of distressed assets and creating conditions for the growth of this sphere.

"The Act was adopted on the initiative of the Head of State. The new norms are aimed at improving the legal mechanisms in the market of distressed assets, as well as to create conditions for further development of this sphere. Particularly by ensuring accessibility of the distressed assets market for investors. New requirements ensure openness and transparency of procedures in this sphere. We hope that this Law will provide an opportunity to attract distressed assets into economic turnover and thereby have a positive impact on improvement of business environment", - said Chairman of the Senate Maulen Ashimbayev.

During the meeting, senators in two readings have also considered and adopted the draft law "On Amendments and Addenda to the Code of the Republic of Kazakhstan "On Taxes and Other Obligatory Payments to the Budget" (Tax Code), and the Law of the Republic of Kazakhstan "On Introduction of the Code of the Republic of Kazakhstan "On Taxes and Other Obligatory Payments to the Budget" (Tax Code)," “On Amendments and Additions to the Code of Administrative Offences".

Senators also voted for a bill "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Improving the Procedure of Law Enforcement Service, Increasing Legal and Social Protection and Accountability of Law Enforcement, Special State Agencies and Military Personnel, Interagency Coordination, Independence of Internal Affairs, Increasing Accountability for Certain Criminal Offenses and Weapons Trafficking”. The document provides for the improvement of the sphere of staffing, military service and social security, and is also aimed at improving the legal status and protection of police officers

Among the laws considered and adopted during the meeting is a document concerning further development of volunteerism - "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Volunteerism, Charity, State Social Contract and Grants to Non-governmental Organizations, Medicines and Social Security”. Chairman of the Chamber Maulen Ashimbayev said that the document is aimed at further improvement of legislation in this area and will serve as an impetus for the further development of civil society.

"The adopted law is aimed at encouraging citizens to participate in charity and volunteer activities on a systematic basis. Besides, it forms a favorable legal environment for the development of the culture of volunteering and charity as a socially useful activity. The Act contains provisions for increasing the transparency of the grant financing process, strengthening the capacity of non-governmental organizations and their sustainable development. It also contains legal solutions to ensure the availability of medical services and medicines to citizens. We hope that this law will have a positive impact on the development of charity and volunteering in the country", - said Maulen Ashimbayev.

Also during the meeting of the House Senator Nariman Turegaliev was elected chairman of the Standing Senate Committee on Social and Cultural Development and Science. It will be recalled that Beibit Isabayev, earlier holder of this position, was appointed as Akim of Zhetisu region by the Decree of the President of the country, in connection with which the decision of the Central Election Commission of Kazakhstan terminated the powers of the senator.

In addition, the senators voiced their deputy requests.

A group of deputies led by Askar Shakirov drew attention to the importance of intensifying the work of the Government to address environmental problems of the Aral Sea region.
