Senators discussed with experts the process of reforming the judicial system

Deputies of the Senate Committee on Constitutional Legislation, Judicial System and Law Enforcement Agencies together with representatives of the Supreme Court, researchers, experts and lawyers at M. Narikbayev KAZGUU University discussed the issues related to further reform of the judicial system at a round table.

In his welcoming speech the Chairman of the Committee Vladimir Volkov noted that the working group formed under the Senate conducted extensive work on a comprehensive discussion of the 10 steps to reform the judicial system, proposed by the Supreme Court.

"The key point of the reforms was and still is to increase citizens' confidence in the courts. For the last 4 years, deputies have adopted more than 30 laws to modernize the judicial system. Due to amendments made since the beginning of this year about 50 lawyers-practitioners who came from other spheres, including the corporate sector, became judges", - said Vladimir Volkov.

During the event the participants discussed the issues of the judicial system reform. According to the senators, the changes will improve the adversarial process, ensure equal status of judges, thereby reducing their dependence on the chairmen of courts, as well as introduce elements of election of court chairmen and chairmen of judicial panels by judges themselves.

Senator Kanatbek Safinov, moderating the roundtable, stressed that the Senate has held 14 working group meetings where the features of the proposed judicial reform were considered in detail.

"Also the positions of state bodies were worked out and proposals were received from the legal community, the legal scholars and public organizations. At the same time, we said that it was also necessary to discuss other steps of the reform, which were not discussed in the working groups," said Senator Safinov.

Besides, Chairman of the Judicial Board for Administrative Cases of the Supreme Court Aslan Tukiev, Chairman of the Board of M. Narikbayev KAZGUU University Talgat Narikbayev and others made their reports during the session.

Summing up, Senator Vladimir Volkov emphasized that work on reforming the judicial system continues, noting that the initiatives and ideas proposed during the meeting will be comprehensively studied by the Committee and considered in the upcoming working groups.
