The socio-economic section of the President's Address was discussed by the participants of the Club of Young Experts under the Senate of the Parliament of the Republic of Kazakhstan

Under the chairmanship of the Speaker of the Senate Maulen Ashimbayev a regular meeting of the Club of Young Experts was held. Its participants discussed the socio-economic section of the President's Address and voiced proposals for its implementation. As an invited guest the meeting was attended by the Minister of National Economy Alibek Kuantyrov.

Opening the meeting of the Club, the Chairman of the Senate noted that the priorities of the new economic course are the stimulation of private entrepreneurial initiative, development of competition, equitable distribution of national income and other strategic changes.

"The primary tasks that are set in the Address are the phasing out of government interference in pricing, demonopolization of the economy. Also, a clear and predictable economic policy is needed to ensure sustainable economic growth. In order to reboot the financial sector, the President has instructed to prepare a new Tax Code. Corresponding work has already begun. Also, the Head of State noted the need for significant reform and adoption of specific measures to improve the situation in the areas of customs administration and fiscal policy,"- said Maulen Ashimbayev.

In addition, as noted by the Chairman of the Senate, in the message special attention is paid to the system support for entrepreneurship, including through the introduction of a new model of public-private partnerships and addressing the issue of lack of credit resources.

According to Maulen Ashimbayev, given the consequences of the pandemic on the country's economy with limited resources, the Head of State identified a number of key priorities.

"We now need clear rules of the "game" for entrepreneurs, by which you can work, build your activities and your business in Kazakhstan in the coming years. This is an important step to formulate a new paradigm for a fair, open and democratic Kazakhstan. The next task, which follows from the Address, is to reduce the share of the state in the economy through reforming the National Companies, the quasi-sector and other instruments. And one more priority: we must take purposeful steps towards active crediting of the economy. The President has outlined the basic rules. We must make proposals on them, bring them to the main parties involved and then jointly adhere to these rules," stressed the Speaker of the Senate.

In his turn Minister of National Economy Alibek Kuantyrov pointed out priorities of work of the Ministry, and also expressed his gratitude to participants of the meeting for complex analytical approach, research of domestic and world economic processes, mentioning importance of joint work of the state and expert community in development of new ideas.

Members of the Club of Young Experts voiced a number of proposals and recommendations relating to the international experience of tax rates and other social contributions, the strategy of Kazakhstani business under sanctions pressure and other relevant issues of economic development.
