Tougher legislation for domestic violence proposed in the Senate

Deputies of the Committee on Constitutional Legislation, the Judicial System and Law Enforcement Bodies discussed issues related to toughening responsibility for domestic violence.

In his welcoming speech, Committee Chairman Andrey Lukin noted that most crimes are committed between spouses, cohabitants or relatives in families with a low educational level and low income.

“This is the basis for alcoholization, which results in conflicts, scandals, domestic violence, etc. Proof of this is the statistical data available today. In order to eradicate domestic violence, effective measures are needed to work with the institution of the family and education in general,” said Senator Lukin.

During the meeting, Vice Minister of Internal Affairs Igor Lepekha told the senators about the proposals of the department, which will strengthen the sanctions under administrative articles in the field of domestic violence. First, the transition from the declarative to the revealing nature of the registration of domestic offenses. Based on practice, most of the applications are either withdrawn or do not reach the process of contacting the police at all. This amendment will allow the police to initiate cases of administrative offenses without a complaint from the victims. Secondly, it is proposed to tighten the requirements for the procedure for reconciliation of the parties. In the new edition, the “rowdy” will be able to reconcile in court only upon the first commission of violence, and upon repeated this right will be excluded. This will make it possible to stop the vicious practice of psychological pressure of the "rowdy" and other persons on the victims.

The parliamentarians supported these amendments, emphasizing that the coordinated actions of all interested structures will help protect citizens from violent encroachments in the sphere of family and domestic relations.
