A. Bibolova was born in 1969. She obtained higher education at Dzhambul Hydromelioration and Construction Institute with a major in engineering economics.
She began her career in a private entity and then worked as an economist at the Akmola Regional Clinical Hospital, leading and chief specialist in the Department of Economics and Finance, Director of the Public Procurement Department, Department of Improvement of Financing Methods in the Healthcare System of the Healthcare Committee of the Ministry of Healthcare, Education and Sports of the Republic of Kazakhstan, Director of the Department of Improvement of Financing Methods in the Healthcare System, Director of the Accounting, Reporting and Financing Department of the Ministry of Healthcare, Deputy Director of the Regional Policy Department, Director of the Strategic Planning Department, Deputy Director of the Corporate Development Department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan, Deputy Director of the Information and Analytical Department of the Senate Office of the Parliament of the Republic of Kazakhstan.
She was awarded the “Eren enbegi ushіn” medal, the Certificate of Honor of the Republic of Kazakhstan and three anniversary medals.
