R. Nurseitov was born in 1972. He obtained higher education at Kazakh State Academy of Management, Karaganda State University named after E. Buketov. He is an economist and a lawyer.
He worked as an economist at the cash and settlement center of the National Bank of the Republic of Kazakhstan, Director of the Kyzylorda Regional Budget Office, worked at various positions in the Kyzylorda Regional Treasury Department, as deputy Director of the Kyzylorda Regional Treasury Department, Director of the Almaty Regional Treasury Department, deputy Chairman of the Treasury Committee of the Ministry of Finance of the Republic Kazakhstan, Director of the Internal Control Department of the General Prosecutor’s Office of the Republic of Kazakhstan, senior assistant to the Prosecutor General of the Republic of Kazakhstan, deputy Chairman of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan.
He was awarded the Certificate of Honor of the Republic of Kazakhstan and six anniversary medals. He has the title of "Excellence in financial services".
