M. Uakpayev was born in 1969. He got a university degree at Buketov Karaganda State University. He is a lawyer, Candidate of Juridical Sciences.
He worked as a lecturer at the Department of Civil Law of Buketov Karaganda State University , head of the department of civil and labor law of Gumilyov Eurasian University , consultant at the Legal Examination Department, head of the Secretariat of the Committee on Legislation and Legal Reform, Director of the Examination Department, Information and Analytical Department, and Department for Interaction with the Committee on Economic Policy, Innovative Development and Entrepreneurship of the Senate Office of the Parliament of the Republic Kazakhstan.
He was awarded the Order of Qurmet (2020), six medals, including the Yeren Yenbegi Ushin Medal, the Certificate of Honor of the CIS IPA Council, the Uzdik Memlekettik Qyzmetshi Badge.
