22.04.2021 343

Today, senators ratified the Treaty which will enhance bilateral cooperation between Kazakhstan and Northern Macedonia on extradition and allow the countries to extradite wanted persons to one another.

These innovations are enshrined in the Law “On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Northern Macedonia on the Extradition of Persons”. This Treaty also contains provisions on the grounds for extradition, refusal, deferral of extradition and simplified extradition procedures.

Another Law, adopted today, will enable interaction between the competent authorities of Kazakhstan and Northern Macedonia and negotiation of the transfer of convicts. In the document, the conditions of extradition, exchange of information, transit of the convicted person, and the norms related to the expenses arising due to the transfer of the convicts are spelled out. The norms are specified in the Law “On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Northern Macedonia on the Transfer of Sentenced Persons” adopted by senators.

For the purpose of regulating all procedural and legal arrangements and implementation of mutual legal assistance in criminal cases between Kazakhstan and Northern Macedonia, another Law “On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Northern Macedonia on Mutual Legal Assistance in Criminal Matters” has been enacted. Moreover, its certain norms concern the establishment of bank accounts and financial information, presentation of documents, materials, or items, exchange of information on criminal proceedings.

“The laws adopted today are intended to promote legal cooperation between Kazakhstan and Northern Macedonia. These laws create a framework for anti-crime cooperation. Consequently, cooperation in the process of criminal investigation envisages such measures as comprehensive legal assistance, arrest, and extradition of persons who have committed criminal acts, as well as the extradition of convicted persons. This ensures the supremacy of law, as well as the protection of the rights of our citizens abroad”, Senate Speaker Maulen Ashimbayev said, summing up the consideration of the three bills.

At the meeting, the senators also voiced the current deputy requests. Gumar Dyussembayev proposed a solution to the problems related to the open-air museum in the Saraishyk ancient settlement. Deputy Mukhtar Dzhumagaziyev spoke about the staff shortage in veterinary medicine. Deputy Nariman Turegaliyev mentioned the necessity of urgent commissioning of the Talap and Syrdarya water supply systems in the Kyzylorda region. Senator Altynbek Nukhuly told about his vision for developing domestic tourism. Talgat Musabayev raised the issues of aviation security.
