Senators in the first reading approved a bill to improve the public procurement system

Today, under the chairmanship of the Speaker of the Senate Maulen Ashimbayev, a meeting of the Chamber was held.

The deputies considered in the first reading the draft law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Public Procurement, Procurement of Subsoil Users and Natural Monopolies, Communications, Automobile Transport and Defense".

The main purpose of the document is to improve the public procurement system, increase the efficiency and transparency of procurement procedures, as well as minimize corruption risks.

“According to the data of the Center for Electronic Finance of the Ministry of Finance, the volume of concluded public procurement contracts for 2020 amounted to 5.9 trillion tenge. Of these, contracts worth more than 2.4 trillion tenge, which is more than 40% of the total volume of public procurement or 3.6% of GDP, were concluded from a single source by direct conclusion of an agreement,” Senator Yedil Mamytbekov said.

In this regard, one of the novelties of the bill is to reduce the number of grounds for public procurement from a single source. Government purchases are proposed to be carried out through an electronic store - a new information system integrated with the public procurement web portal, in which potential suppliers post information about goods and their prices. Such purchases are carried out for homogeneous goods, the total value of which does not exceed 4000 times the MCI.

The bill was approved by the senators and sent for consideration in the second reading.

Also during the meeting, the senators voiced their parliamentary inquiries.

Thus Olga Bulavkina voiced the problems that villagers face due to the shortage of pastures, and Duysengazy Musin raised the issues of building wholesale and retail centers.

Gumar Dyusembayev drew attention to the need to reconstruct Atyrau-Oral and Mukur-Kulsary highways.

Ryskali Abdikerov voiced the problems of residents of urban-type settlements.

Murat Baktiyaruly noted the importance of improving the work of the Republican Terminology Commission, and Nurtore Zhusip stressed the need to legislatively raise the status of journalists.
