Kazakhstan trade development issues were discussed at the Government Hour in the Senate

A Government hour was held in the Senate on the topic "Improvement of the legislative framework and implementation of effective policy in the spheres of foreign and domestic trade in the Republic of Kazakhstan".

Opening the work of the Government Hour, Deputy Chairman of the SenateIn his speech, Nurlan Abdirov noted that there are systemic problems in the sphere of trade in Kazakhstan, including shadow trade. In addition, the Vice Speaker said that the basis of Kazakhstan's exports is still fuel and energy products, namely oil and petroleum products, which occupy 51.5% of the export volume, in monetary terms.

«Our task is to create a systemic and institutional framework for the sustainable development of the trade industry and increase its competitiveness. First of all, it is the creation of conditions that will allow providing the domestic market with high-quality and safe products. It is also the creation of favorable conditions for the promotion of Kazakh products to foreign markets," Nurlan Abdirov stressed.

In addition, the Deputy Chairman of the Chamber noted that there are still restrictions on the export and transit of Kazakhstani goods through the territory of the EAEU countries. There are also problems related to the technical regulation of certificates on the domestic market, with the non-recognition of the Kazakh certificate in other countries, including the EAEU. The solution of these problems, according to Nurlan Abdirov, is fundamentally important for the further development of Kazakhstan's foreign and domestic trade.

In turn, the Chairman of the Senate Committee on Economic Policy, Innovative Development and Entrepreneurship Dauren Adilbekov stressed that the issue of the development of foreign and domestic trade of the country is one of the priorities for the Chamber. He noted that to date, the necessary relevant legislative framework has already been developed and a system of state support is in place. However, the senator notes, there are still problems that have not found their solution, which are raised during meetings of deputies with entrepreneurs.

«During the meetings, business entities raise the issue of the dominance of the domestic market with imported, often low-quality products and the availability of "gray" quality certificates. Also, the problem of insufficient infrastructure development, high rental costs and prices for real estate objects leads to limited access of SMEs to large shopping centers," Dauren Adilbekov said.

Minister of Trade and Integration Bakhyt Sultanov agreed with the arguments of the deputies, adding that a number of problems hinder the effective development of trade, including the lack of modern trade formats, the lack of high-quality storage infrastructure and the lack of coordination of trade and logistics chain facilities, which lead to large losses of agricultural products, an increase in the number of intermediaries and unjustified price increases. The Head of the Department informed the participants of the Government Hour that, taking into account current trends and existing problems, the Ministry is carrying out comprehensive work to improve the situation in Kazakhstan's foreign and domestic trade.

Summarizing the work of the Government Hour, Senator Dauren Adilbekov stressed that the proposals and recommendations made during the meeting will be sent to the Government.
