Problematic issues of resettlers were discussed at the meeting of the Onir deputy group

The Senate held a meeting of the Onir deputy group to discuss the issues of resettlement of citizens from the labor-surplus regions of the country to the labor-deficient ones.

In his opening remarks, Head of the Onir group Yerik Sultanov said that the problem of resettlement is very pressing and is of great political, economic, social, and cultural significance. The necessary conditions for resettlers must be created in the framework of the Yenbek state program, but people often encounter some problems. In the opinion of Yerik Sultanov, one of the factors that negatively affect the resettlement of resettlers is the availability and quality of housing.

“Resettlers bring up the issue of the impossibility of building individual housing. That is why it is advisable to consider the issue of granting them the right to obtain land plots for individual housing construction. Moreover, some large employers today are building housing for resettlers. This has great importance for the filling of existing vacancies, especially in the countryside. Therefore, because of the significant shortage of workers in rural areas, conditions for the mass construction of housing should be created by subsidizing the costs of employers,” the Senator noted.

At the meeting, senators also discussed the allocation of subsidies to resettlers who have outstanding debts on loans. According to senators, granting of repayment holidays for such category of persons is relevant. Besides, participants raised the issue of providing opportunities for resettlers to conduct entrepreneurial activities by allocating public grants, as well as providing them with pastures for cattle grazing. Senators also suggested providing social benefits for graduates of the Serpin project, as well as giving them budget loans for the purchase and construction of housing by analogy with the ongoing program “With diploma - to the village!”. These and other recommendations, developed after visits of senators-members of the Onir group to the regions and the last meeting, will be sent to the Government for consideration.

Apart from senators, the meeting was attended by Zautbek Turisbekov, First Deputy Chairman of the World Association of Kazakhs, representatives of the core ministries, akimats, and the banking sphere.
