M.M. Bortnik was born on May 3, 1960, in Suvorovo village of Irtysh district, Pavlodar region.

He graduated from Pavlodar Industrial Institute (1982) with honors, majoring in industrial heat power engineering; Central Asian University (2002), lawyer; studied at Yale University in the USA under the civil servants retraining program (2006).
1982 – Technical equipment repair master at a plastic production factory (Shevchenko city).
1985 - Secretary of the Komsomol Committee of the plastic production factory.
1986 - 1st Secretary of the Shevchenko City Committee of the Komsomol of Kazakhstan.
1989 - Head of the heat supply sector, Deputy Chief Power Engineer of the plastic production factory (AKPO JSC).
1998 - Deputy Akim of Aktau. 1999 - Deputy Akim of Mangistau region.
2008-present - Deputy of the Senate of the Parliament of the Republic of Kazakhstan.
Awards: The Order of Qurmet (2007), “For Distinguished Labor” (1985), “Qazaqstan Respublikasynyn Tauelsіzdіgіne 10 Zhyl” (2004), “Qazaqstan Konstitutsiyasyna 10 Zhyl” (2005), “10th Anniversary of Astana” (2008) medals; he was honored with commendations of the Akim of Mangistau region (2000, 2008, 2010) and of the President of the Republic of Kazakhstan (2010).
