Chairperson of the Committee on International Relations, Defense and Security.

He was born on February 2, 1956, in Karaganda.

He graduated from the Institute of Asian and African Countries at Lomonosov Moscow State University, full-time post-graduate military course at the Academy of the Ministry of Internal Affairs of the USSR. He has a PhD in Law. He speaks English and Chinese.

He has a diplomatic rank of the Class I Envoy Extraordinary and Minister Plenipotentiary.

1978-1992 - Worked in the system of the Ministry of Internal Affairs of the USSR.

From 1992 - Head of department, deputy head, head of Contractual and Legal Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan, member of the Collegium of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

1995-1996 - Charge d'affaires ad interim of the Republic of Kazakhstan in the Republic of Korea.

March to April 1996 - Ambassador at large of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

1996-1998 - Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

1998-2004 - Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of India.

From August 2004 - Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

February 2006 – June 2007 – Chairman of the Customs Control Committee under the Ministry of Finance of the Republic of Kazakhstan.

From September 2007 – Human Rights Commissioner in the Republic of Kazakhstan.

On 27 September 2012, he was appointed the Human Rights Commissioner by the Decree of the President of the Republic of Kazakhstan.

On 4 September 2017 at the plenary session of the Senate of the Parliament of the Republic of Kazakhstan, he was elected the Human Rights Commissioner in the Republic of Kazakhstan upon recommendation of the President of the RK.   

On 13 August 2019, he was appointed a member of the Senate of the Parliament of the Republic of Kazakhstan by the Decree of the Head of the State.   

On 2 September 2019, he was elected a Deputy Chairman of the Senate of the RK Parliament.

On January 24, 2023, by the Decree of the Head of State, he was appointed a deputy of the Senate of the Parliament of the Republic of Kazakhstan.

On January 24, 2023, he was elected a Chairperson of the Committee on International Relations, Defense and Security of the Senate of the Parliament of the Republic of Kazakhstan.

He was awarded the Order of Qurmet and 21 medals.
